The museum is an association with around thirty employees.
Founded in 1982, ACMAPOR (Association pour la création d’une maison de la vie et des traditions portuaires – Association for the Creation of a House of Port Life and Traditions) is the originator of the Musée maritime et portuaire de Dunkerque (Dunkirk Maritime and Port Museum).
Under the presidency of Hubert Lemaire, then Jean Deweerdt (1989-2009), the association brought its project to fruition with the opening of the museum in 1992. Thanks to donations, deposits from institutions and the support of the CUD, the town and local economic players, ACMAPOR has been able to develop its collections and promote maritime heritage.
In 2009, Philippe Bertonèche took over the presidency and continued the modernisation work, with the expansion of the museum trail in 2018.
In 2020, Dominique Pair took over as president of the museum, to be succeeded by Dominique Lammin in 2024.
